if you have radiance (magic damage), then ulting with an octa-core makes you heal as a percentage of that radi dmg which is now multiplied by the alive number of your enemies ... lets consider it 5 alive... then 5*25%=125% of radiance burn dmg you get healed! > 1.25*60dmg=75 heal/sec(thats a fountain!). aside the 5% from each creep around which we dont mention. and also octa adds 425hp as a parameter of tankiness! so yeah, on a radi build its useful
I feel like Refresher Orb is the better item. 700g less, half the CD on your ult instead of 25%. You get the same amount of HP in 32.5 seconds, but you'll come into every fight at full HP. Int does basically nothing on your hero, and spell vamp gives you ~40 hp per hero you hit with dagger plus 5.5% of magic damage dealt to you against heroes that get hit by dispersion... It's close, but I think I'd go refresher instead.
combine it with radiance then sure oct core is a very good item, especially when playing against heros with illusions (specifically pl and meepo)
only problem here is that you can't lifesteal from dispersion
which would probably be totally broken if you could, because the damage is non-reducable.

but if you are going to buy it i suggest to add a shiva's guard after octa and radiance. you can switch to illusions and make all enemies affected by shiva

Heroes innately have 25% magic resist so radiance only burns them for 45 a second, which you would lifesteal 11.25 of that. So for 5 heroes 56.25. That's ok I guess? Carries who right click can lifesteal a ton more than that.
I think with cooldown reduction on dagger as the level 25 talent could synergize really well in the super late game, and could help with his mana pool of course. But whether its worth the slot on a hero that usually gets to the point of 6 slots is debatable. The stats shown above show that high winrate for an extremely small number of matches, which might indicate smurfers experimenting with builds in low MMRs or troll builds in games where you are already stomping and just wanna go constantly aggressive. Either way, just coz you build radiance on a hero doesn't mean you go Octarine too. That's for split push only heroes like Naga and Alch, that aren't that good at teamfighting. Heart or Skadi is just better.
Just dagger to trees to hide, juke, and refresh tarasque CD will net much more health than octarine.
If cooldown is the consideration, refresher much more devastating.
Myctic staff stats gives no profit for her considering the price.
Though, when you start wondering whether build OC on a spectre, you basically already on a win situation and still gonna win it with or without OC.
