Anyone can buy it. And honestly, it can work out very well in some cases. With Pudge, it lets you teleport right on top of someone and ult him, and with VS it lets you use your ult with a far higher degree of survival. Also lets you get stuns off easier.

Except pudge can't.

....Anyone can buy them. Literally anyone. On some heroes it makes no sense and is worthless, on some its amazing, on others its meh or situational. Pudge and VS are two of the situationals.

@Grand Still, even if you can buy or pick it up, you can't use it on Pudge or VS, it was done to prevent them from trapping players.

Grand, it's legacy from wc3

It was disabled in original dota and I /believe/ it's the same in dota2.
