Ways how valve can counter this? probably something that can detect sandboxie. otherwise Valve can't ban someone's account for feeding someone who's IP adress is similar to feeder's, because there are many legit variants(2 neighbors sharing same modem and etc.)

Apparently they can't ban them because they exploited something that was an in-game possibility, not external cheats.
Guild Wars 2 Banned dozens of thousands of players for exploiting in-game mechanics (http://www.pcgamer.com/2012/08/31/3000-guild-wars-2-players-permanently-banned-for-karma-exploit/) and had to unban them. Valve would have to do the same thing. They are not "legally" cheating.
