Well, no. There is a reason behind those rules. Nobody said first item Vlads is a bad item. It's just such a useless item alone but of course if you build a strat around it, it can be a very good item.
And no, EB is a pretty good item after 30 minutes. It's the only upgrade to Ghost Scepter that actually can save 2 people at once and gives you some more nuking.
Also most hardlane Lone Druids get their Radiance after 20 minutes so that's not true either.
games change and anyone who says X item before Y time is clueless about how dota works. Do you want a 12min Bfury as antimage? Yes. Is a decent team going to do as much as they can to stop that? Yes. You cant just say well fuck I didnt get my bfury til after 20mins might as well give throw the game.

Rushing Vlad's is bad for noobs? Vlads are excellent for mid-game pushing and I honestly think this item makes noobs to win lots of game they wouldn't win
And why are there strict rules like:
no radiance besides 20 minutes,
no eblade besides 30
