Ghost Scepter is fine on any hero that doesn't want to die from right clicks, veil is used as an offensive item to deal more magic damage. Get which one you and your team needs, both are situational.
If you are talking about ethereal blade (not ghost scepter), then veil is actually better.

Well, i just want to know if this hero good or not w/ ghost scepter. (Like decrepify)
But also in optional items also placed Veil of Discord (for area)
so which one is better? to nuke an enemy or deal great area DPS?
