That's clearly not a bug but a feature to buff all heroes without feet when they are under the effect of an invisibility rune!
It could be that you appear to be playing on a computer made of balsa wood. I can't even tell if you have rain on...
or it might have been hotfixed in the last patch. I do not know.

Err yah im not sure if this actually works but testing with graphics options on low isn't the way to test...
ok i've turn everything on and to max
i guess it's fixed.
i did it through the console though, dont have the weather rain item.

This isn't exactly new, but it has not been fixed yet.
the 'Weather Rain' in game effect creates a noticeable footstep effect around heroes. When a hero like riki is invis, he will still create that footstep effect on an opponents screen, allowing the opponent to know where he is.
