Sounds like it requires too much exceptions. There's a refresher orb and that's good enough.
Crit for spells it's easier to use then the cd thing. Also spares you from the additional mana cost.

Also it doesn't really require a lot of restrictions, you just would need to avoid something like metamorphosis. Refresher orb is different in the sense it refreshes all of your spells plus your ultimate. And you usually get refresher for ulti.
holy shit how is this like refresher? in that sense all items that increase damage are the same, all items that increase health are the same, all items that increase armor are the same. its completely different from a 150 second cooldown item that refreshes everything you have that costs 5.5k gold.
So, double Metamorphis, Double Everything on Invoker, Double Call, Double Tombstone.

If there was an item that had a 35% chance to trigger, that would make it so that any damaging spell wouldn't have a cooldown. Kind of like, you use that spell, 35% chance it triggers and it has no cooldown.
Wouldn't work for high cooldown spells like metamorphosis because it's not a damaging spell. It would also have an internal cooldown of 10 seconds. This would be like a crit equivalent for magical carries.
Edit: Maybe hand placed restrictions would be better instead of only damaging spells.
