If your party games are played in Normal then the MMR of who you are playing with is dragging you down. (and yours isn't high enough to carry them to VH)
Commit and keep playing with them and help them get better.
Valve calculates those skill brackets, not us. By Percentage they are ~ 75% Normal, 15% High and Top 10% Very High.

My main account is 4.3k mmr, in ranked always very high skill, but in normal depends on my party. My smurf always get very high skill, now i'm trying to reach 5kmmr. Sometimes my smurf always meet same people(2 or more) 4 in a row
