If you go more typical build then sven with ult up trumps PA, but he does far less when ult is down. For highest potential PA all day.
They're completely different heroes though, most of the time PA does not build battlefury, is a one target killer and has phantom strike so kiting isn't an issue, is super hard to kill before mkbs.
Sven has good hp and armor but is much easier to control if you can not get blinked on/blown up during hammer. Sven thrives in team fights.
Agree with the thread majority, just tested and PA got Svent to hell. Sven is a really scary carry, he only sux vs ranged carries like Medusa, sniper.

The main issue with sven is retards popping mask every fight regardless of positioning and setup. Makes you a glass cannon. Sven in most teamfights is super easy for ranged to burst down, even with bkb. Plus they often go mask of madness, bkb, daedulus and think they are gtg. Sven has nice base hp and armor but you still need a beefy item like AC, heart, halberd or something in there.
Oh and people don't max warcry soon enough. Hammer stun doesn't increase. Damage difference between level 1 and 4 is 225 which is like 1 hit with god's strength up. Difference between warcry 1 and 4 is 15 armor which is a 90% increase in ehp for 8 seconds and affects whole team. Sven can lead a team fight at like level 10 if you max warcry and cleave, 1/4/4/1 build ftw.
1/4/4/1 would be my go to farming build but if you happen to have a retarded offlaner and you're paired with Witch Doc or CM it wouldn't be too bad to get 3 Hammers, to collect free hero gold.
I mean when enemy offlane has ~600 hp that hammer dmg is a lot, but that's like first 5 or 10 minutes of the game and people don't even think about it, just blindly max it. Warcry is really underrated. I've seen sven's skip it til 15 when others are maxed.
