It means when you were in vhs you didn't play up to standards of what the system thinks vhs is so you went down to high skill / nomal skill.
Your mmr is always being calbirated until you get your mmr. Even in games before you go into the 10 game calibration phase

before calibrating for solo mmr, i was in the vhs bracket, but when i played for my first and second calibrating games, it was both high and normal skill. what kind of sorcery is this?
