Report steam profile for 'Suspected Hijacker or Phishing' include all the info you have and mention unauthorized access. Buying/selling steam accounts is against TOS. At one point I reported some trashcan account buyer via steam (he had no other games) and in about 2 days his Dota2 account was frozen or something. I also emailed a few people from http://www.valvesoftware.com/email.php not sure if that did the trick. It may be a good idea to email individuals instead of support team, you're more likely to get a response on cases like this.

From his game list his KDA is like 0.2.
first item deso is many times garbage
there are some certain situations where you need it though.
but generally first item deso is not optimal
there's a reason most ta spammers and pros prefer blink over deso if that's a blink/deso build

I'm not even sure people always go blink before deso in competitive either way, since rosh seems to matter way more there, some people just want that early aegis and push, and deso + aegis simply allows you to stand there and deal more damage to structures and heroes, even though against some lineups you might be crippled by your lack of a positioning advantage of the early blink.
Now sure I've never actually played TA, but I am 100% that getting at least bottle and boots before a desolator its a better idea. Then maybe you won't be flamed for buying a midgame damage item as your first item.

and blink delaying deso at max for 2 minutes isn't a big deal in rosh timing as the armor value stays exactly the same, and you get less predictable as to when you're going for rosh and you even get to farm more. But hey, dotobuff forum users know best :^)
