U have to run tracert and ping command to the server you are connecting to and check if the problem is in your end or valve end.
Edit: Lately it seems a lot of players especially in Eu, Sea are having packet loss problem. You can keep ur self updated in this forum. Dont expect too much from valve tho..
I had short phases of high packet loss in my WR game yesterday on EUW - seems like the servers are having some hiccups.
Country :Malaysia
Internet provider :TM (it's a local brand internet provide so it's not world known)
Server:SEA
Average ping:20-100ping
PS..I'm using killping currently helps with my packet loss and unstable connection
happens only when i'm in wireless and the whole house is streaming and watching youtube >:(
Some simple things you can do is to create a lobby in nearby servers, since ur playing in SEA that would be India, china, middle east, etc. and see if ur still getting packet loss. Ping will be considerably higher but there shud be no packet loss.
On a more advanced note, Singapore valve server IP is 103.28.54.1
run command line in admin mode(google if u dont know how to do it)
type "tracert 103.28.54.1" and hit enter
notice where there is a massive jump in ping or lots of "*" appear. If its in the first 5 lines prolly something is wrong with ur ISP. If its in last 3-4 lines its valves problem.
You can also goto the console while in a game to see the IP of the server u have connected to and run tracert to that particular IP.

My recent games always have an average of 50% to 80% of packet loss ...this really is frustrating bcus i cant play any games due to the high packet loss.....
I tried reinstall Dota 2 (nothing change)
I checked my cmd in my pc for my ping and packet loss ( after the test i got 0% packet loss)
I checked through http://www.pingtest.net/ it still say i go no packet loss.
I also made sure that i wasnt updating anything b4 for plying dota but still have packet loss
My average ping in game is between 20-100ping
How to solve this problem??? My internet has no packet loss but when i play dota it always say i have 50%packet loss.
