General DiscussionCM - why the cap is chosen randomly?

Should the system not force captain to acknowledge somehow that he is a cap
or maybe cap should be the highest rated guy from the ones who actually click 'become a cap' button in the first 10 seconds?

I got this situation recently, where both cap's alt-tabbed for the first two bans
