It doesn't work like that. There is no best hero for any position, you have to draft with the rest of your team and the opponent team in mind.
^ but there are heroes that are currently the best at their position judging by winrate. According to dotabuff:
Pos 1: lifestealer
Pos 2: Alchemist
Pos 3: Centaur Warruner
Pos 4: riki
Pos 5: Crystal Maiden
