Well slark's ult is always active whenever he is hidden in enemie's sight. Astral imprison does exactly that in the map which hides unit for the duration. It's working as it is intended to be imo.

Phase shift does not stop regen, its common to bottle or salve and then phase shift to prevent the canceling of it

Because when astral sends you to a 2nd world then you are not in the fountain anymore
Also you can use healing salve then astral and the healing effect is still working.
Tbh slark is kinda underwhelming imo
Not saying he should be buffed to the point of 6.83 sniper or 6.86 invoker
He's one of the heroes that either seems OP if buffed abit and useless if nerfed abit
He is the bane of sups, built in ward detection and can solo kill almost every hero, and can purge 80% of the debuffs
more like %95 of the debuffs with 6 sec cooldown can purge silence which is ironic, and funniest of all is that spell can purge HARD DISABLES like hex
Well he is off the map and unseen so it is natural that he gets his buff
