they dont display over the hp bars, the only way to see it is on the hero tab or clicking on teh hero.
Since always for me. I didn't know you could see hero levels above the health bar
that grey bar shows up with their level when you click them, however.

When I opened dota after a 5 days break, I found all my settings messed up. I oculd recover some of them, but not this one.
How can I enable displaying hero levels above the healt bars again?
