its almost irrelevant now cuz valve changed it a lot.
Idek anymore cuz especially in 6.88 and 6.87 valve changed this up a lot and I barely understood it then and don't understand it at all now. but it rarely comes up.

basically what it means is heroes do 50% dmg to buildings while siege creeps do 150%. Nothing else is that important although lane creeps only do 75% dmg to heroes, ranged lane creeps only do 50% etc. But if you have ever wondered why your tooltip shows like 300 dmg and yet you barely do crap to a tower that 50% penalty is why plus the buildings armor reduction. It's just for overall balance.
