well one of them said that
Commends are actually supposed to be given to players who has a good behaviour at playing, no matter how good/bad someone actually plays. And reports should be given to people who trashtalks, no matter good/bad they play. People used those buttond wrongly.
You don't have to be a good player to get commended, and being a good player won't guarantee you commend rain, thought everyone knows that already.
Lesser skilled people also tend to get impressed easily, which makes commending others a much more common sight.
The best way to get commends is:
1) be nice at all times
2) play well (or what your teammates would consider well)
3) remind people they exist by saying you're commending someone at the end of the game, the most effective is "gg ez game I commend all team"
Normally, if you do the 3) without doing it you're kind of an asshole, I only say this when I genuinely mean it, when everyone has tried their best, and been nice all along despite any mishaps, whether you win or lose.

everybody on both teams played really good (atleast for the general level of games i play, i am a trench afterall). with surprisingly well composited team (both 1-1-2 and a roamer, 2 supports, not that weird of a lane for each)
and i was quiet feeding :/ i guess i was really the weak link over the game, someone after all got to be the worst player on a team
but somehow I got 3 commend over this game. I have no clue why
people of dota really have some special generosity :D
