Depending on what hero and your teamate heroes.
1) Nukers like lina or SF can fight with at least even or more advantage with tinker
2) Aggressive roamer teamates like Earth spirit or pudge (decent skill level) will control tinker with ease as they are capable of closing gaps early game. This works better if your hero has additional control
Why would you ask this in a Dotabuff forum knowing full well you're gonna get scrubby answers from sub-2K players who don't know the first thing about laning vs a Tinker?

as support i did this to help my midlaner.
1. kill courier before he get bottle.
2. rune control.
Spirit breaker in your team is so far the easiest way of dealing with tinker. Also spectre. Riki is fine.
Afaik you counter Tinker mostly with roaming pos 4 heros or/and gap closers - not directly with the midlane pick. Any midlaner will be better than sf though. Puck seems ok since u can dodge rockets. Zeus is also fine.
Any midlaner that has kill potential is ok tbh
I've won mid as ember ffs, cuz I flame guard when only a couple of creeps r left into chains
