Don't quote me on this, but I remember ready something in a recent update about getting into ranked based on matches played, not levels anymore.
That guy had some 27 wins displayed on his profile so he maybe played around 60 games

I can rank match im just lvl 9 maybe it's based on skill, i spam meepo and Earth spirit btw
With the amount of players drastically falling, they gotta find a way to keep it alive. What better way than to attract newbies to ranked WAY before they're ready?
New update after first 25 games u unlock rank match making then u need to play 10-15 games more so ur skill bracket is decided then u can play rank and if u want to unlock it fast then just keep playing turbo for fast matches

The timbersaw in my team was just lvl 9 and he didn't know what he was doing and fed the whole game. Why was he allowed to play rmm before lvl 20!!
