Players that spend majority of their time early game with neutrals are tagged as junglers.
If you play support, and all you do is stack for first 10 mins without showing in lane, you will probably get marked as jungler, even if you didn't kill any neutrals.
Roaming is just heroes whose heatmap is all over the place.
Also, seems like this are mostly decided in first 12-15 something minutes.

How you obtain such role in this site? Sometimes I obtained Roaming but never Jungle. I know especially the latter means griefing but it's pure curiosity.
