Worst : EU West and Russia Server. Too much Russians.

US east is delightful to play on. Can't really say why, but considering all the complaints I see on other servers it doesn't seem so bad here. I also speak Spanish so that probably helps.
eu consistently has higher mmr than everywhere else
when players travel to eu they gain mmr
in other words. eu is the most skilled server 
How will you gain MMR in EU if you're playing against other skilled players? Doesn't it even out?
Whichever server has reasonable pings at any given time. When I was back home, that was SEA(~140). Later on, my ISP messed around with routing tables and Dubai became a superior option due to lower pings(~80) and better game quality(more communicative, less complete retards building dagons on Windrunner and far fewer pinoys). I moved to Qatar a couple days back, expecting to get even better pings to DXB since the two are a stone's throw from each other but apparently Qatari ISPs are even more retarded than the ones back home and the only servers that offer any semblance of playable pings are EUW and EUE (~160) so, basically, my best case scenario for playing dotes these days is when I'm getting a locked 160 ping which is pretty rare since most of the time pings are higher and there are a lot of spikes into four digit territory.
